Jensen was born in Huntsville, Utah. As a 19-year-old, he served as a missionary for the LDS Church in West Germany until 1964. He graduated from BYU with a B.S. in German. He obtained a Juris Doctor degree from the University of Utah College of Law in 1970, graduating first in his class.
